William G. Gilmore founded Gilmore Steel in 1926; this entity changed its name in 1987, to Oregon Steel Mills, and was purchased in 11/2007 by Evraz Group, a Russian steel company. At the time, this $2.3 billion sale was the largest purchase ever of a U.S. business by a Russian organization. In 2006, Oregon Steel had a corporate headquarters and three other mills in in Portland, OR. Additionally it operated a mini-mill in Colorado and a pipe and casting mill in Alberta, Canada.
