Begun in 2006, the Brightwater System would consist of a treatment plant (located near Woodinville, WA, in Snohomish County), pipelines, pumping plants, an outfall center (the Point Wells Portal) on Puget Sound, and an environmental education and community center at the treatment plant site. Portals along the pipeline would be built on Ballinger Way, in North Kenmore, and North Creek. Construction was to be completed on the system in 2012.
