Previously part of the Los County Public Library System, the City of Downey withdrew from that in 1958 to start its own. It was first located in the cafeteria of the former Downey Elementary School (with 5,000 books and 6 employees), but was moved into its own facility a year later. It opened 12/17-18/1959.

The first Downey Library held almost 16,000 square feet and cost a total of $186,200, $11.97 per square foot.

A 12,000 square foot addition was completed by 02/1984.
