On 04/18/2007, the Seattle City Council debated the issue of whether or not to build a four-story, 700-stall parking garage near the corner of Phinney Avenue North and North 57th Street. The garage was calculated to cost $28 million, of which the city was to pay between $12-16 million. In 2007, the Woodland Park Zoo was privately operated.
