Planning for the library began by Bennett and Bennett in 1947; a preliminary plan was submitted by them to the California State Division of Architecture by mid-May 1948, for examination and approval. Ground was broken in 11/1948, and it was dedicated formally on 10/30/1949.

The Library grew rapidly after its construction; while it contained 38,000 books before construction began in 07/1949, by 1954, the library possessed 50,000 volumes.
