Architect William H. Harrison designed the Whittier Civic Center in 1955-1959, composed of the City Hall and the Public Library, Main Branch, built four years later. With its molded concrete screens, the library resembled contemporary work by Edward Durrell Stone, who operated an office in California, and had done a number of commissions in Los Angeles and Palo Alto. The Main Branch of the Palo Alto Public Library dated from 1957-1958.
