The complex was named for civic activist, Thomas L. Berkley, the first African-American to open an independent law practice in Oakland, CA, and the first to serve as the city's Port Commissioner. He also began the Beneficial Savings and Loan Asssociation. Designed to be built in two phases, this $70-million, mixed-use facility would first house Alameda County's Social Services and Job Training Center and a parking garage. The second phase was to include retail space and 100 new apartments.

This development replaced the Hotel Royal and the Oakland Post Building that stood on the site.
