Elias Jackson "Lucky" Baldwin organized the first Santa Anita Racetrack on his Arcadia, CA, estate, opening it to racing on 12/07/1907; Baldwin was a legendary horse breeder, competing successfully in major stakes races across the United States. Due to the California State Legislature's Walker-Otis Bill outlawing pool selling, bookmaking, or gambling on horse races in the state, Santa Anita #1 was forced to close in 1909. Although it operated for only two years, the first Santa Anita course was very popular, and set the stage for the development of a second track located elsewhere on Baldwin's Estate in 1933-1934.

The first race track featured a large grandstand and a nearby paddock area.
