Architect Edward T. Foulkes (1874-1967) received in 1913 the commission for the Pittock mansion to be erected in Portland, OR. As he did not live in Portland at the time, he created an association with Chester J. Hogue (1875-1946) that lasted from 1913-1916. The two also collaborated on the Oregon State Building at the Panama-Pacific International Exposition (PPIE) and the Inside Inn temporary hotel on the PPIE grounds.
