The building, housing 600 cells, cost $250,000 when built by U.S. Army military prisoners in 1909-1911; it became a federal penitentiary for the U.S. Bureau of Prisons in 1934, and served in that capacity until 1963;

A new disciplinary wing was designed for troublesome prisoners, known as the "Hole," located in D-Block or what was euphemistically called the "Special Treatment Unit;
