Orange County, formed in 1889, built a jail as its first public facility; it was located in the basement of Joseph Heilbrunner's Jewelry Store in Santa Ana; two years later, vigilantes dragged an accused killer, Francisco Torres, from the make-shift jail and hanged him; this was the last lynching recorded in CA; due to this poor security, a new jail was erected in 1895;
