Rosenheim was one of a group of architects invited to provide a competition entry for a customshouse in San Francisco, CA. This competition was made possible by the passage of the Tarsney Act which allowed the U.S. Department of the Treasury to commission private architects outside the U.S. Government for the design of its buildings. This competition concluded in 1905, with the selection of a design by Eames and Young of Saint Louis, MO. Because of the Great Earthquake of 04/1906, and the subsequent labor and materials shortages in the city, construction of the Eames and Young Customs House was very slow, ending in 1911.
