Developed by the Los Angeles Community Redevelopment Agency, this $32 million building was designed to contain 102 market-rate apartments, 26 low-income apartments, 12,500 square feet of retail space, and underground parking for 160 vehicles; the CRA bought the land on which the building resides in 1984, and used it for twenty years as a parking lot; completion date was projected (7/21/2004) to be 8/2005;
