In 1956, the City Hall of Tracy, CA, at 1035 Central Avenue, contained the offices of the following departments: Building Inspector (John R. Kuhns); Clerk (Fred D. Watkins); Controller (Fred D. Watkins); Public Works (Arnold C. Joens, director); Engineering (Arnold C. Joens); Justice of the Peace (F.L. Jackson); City Manager (Robert L. Williams); and Recreation Department (Joseph A.
