The Bay City Flour Mills operated in Oakland, CA, in 1887, and produced grains, meals, Germ Meal Cereal and Bay City Flour. Samm and Westphal owned the Bay City Flour Mills in 1887. Judging from an lithographic image illustrated in Langley's San Francisco Directory, 1887, Samm And Westphal may have purchased the business recently in 1887 as it appears that names of previous owners on the exterior of the building may have been scratched out.
