This location corresponded to that of the built City Hall #2 in Berkeley, designed by Bakewell and Brown.

The competition to design a new city hall for the City of Berkeley, CA, attracted a spectrum of architectural firms in 1906. John Galen Howard, the lead designer of the firm of Howard and Galloway designed this unsuccessful competition entry. The San Francisco firm of Bakewell and Brown won the competition with its elegant French-inspired building.
