William L. Pereira Associates undertook the masterplan for a 75-acre redevelopment project for the Texas Eastern Transmission Corporation; (the company had started to assemble 33 blocks of property in Houston in 1970); to cover the site, Pereira and his lead designer, Frank Dimster, designed a huge parking garage with four levels able to hold 40,000 cars. On top of the garage, landscaping and other buildings were to have been perched; this 44-story building was the only one that the Pereira firm designed for Texas Eastern;
