Overview
During its tumultuous years of territoryhood, Oregon had a hard time agreeing on a city to host its government. The first capitol, established in 1844 in Oregon City before Oregon became a US Territory in 1848, operated as the seat of power from 1844 until 1852. From 1852-1854, the City of Salem hosted the territorial legislature, governor and supreme court; this was changed in 01/1855 to Corvallis, where it remained for the year 1855, when it was returned to Salem in 12/1855.
