Overview

The Seattle architectural, engineering and planning firm of John Graham and Company produced this Comprehensive Plan for Anacortes, WA, in 1960-1961 during the tenure of Mayor E.A. Strom. G.R.. Cysewski, Director of Planning and Traffic Engineering at John Graham and Company, led the effort. Graham produced two booklets for the city, one titled Comprehensive Plan, Anacortes, Washington, and the other, Industrial Development Plan, Anacortes, Washington. In his introductory letter to Mayor Strom, Cysewski stated: "Proximity to deep water and the presence of the refineries on March's Point will tend to draw new and complementary industries to this area, depending in part on the development of common facilities and sites. The role of Anacortes in this growing area will depend in large measure on the steps the city takes now to plan for orderly, attractive development."
