Marion County pioneer William H. Rector (1806-1890) erected this two-story, wood-frame building that housed commercial and governmental organizations. Located on the west side of Commercial Street, between Trade Street and Ferry Street, this pioneer building served as Salem's first city hall and, after a fire destroyed the OR State Capitol #1 in 1855, accommodated temporarily the state legislature, as well.
