These flats produced for William R. Ballard in 1889, were, so far as is known, one of the first works in WA State by the English-born architect, John Parkinson (1861-1935). (Parkinson lived previously in Napa, CA.) He, like many architects, was drawn to Seattle after its fire in 1889, and he went on to design a large number of buildings here (most notably a series of public schools) in the five or so years he lived in the city. He migrated to Los Angeles, CA, during the economic downturn that hit Seattle in 1894.
