The Los Angeles Harbor Commission directed Chief Harbor Engineer S.A. Jubb to design this huge, reinforced concrete warehouse building in 1914. He produced a stripped-down Neo-classical design, with colossal pilasters "supporting" pediments added to the parapet. The building was rectangular in shape 480 feet by 150 feet, with four bays on the long side. Jubb designed it of 27,000 cubic yards of cement and 1,200 tons of steel reinforcing rods to remain fireproof and earthquake-resistant. The building and its equipment was projected to cost $250,000 but, due to cost over-runs, ended up requiring $475,792.53. The first of 3,000 foundation pilings were sunk in 08/1915, with construction concluded by 04/1917.
