The partnership of William W. Piper and Elwood M. Burton entered the competition to design the Multnomah County Courthouse #1 in 1863. The pair won the $200 first prize and supervised their building's construction. Piper lived in the Idaho section of the Washington Territory at the time, and he returned to Idaho when the courthouse was finished. He remained there until coming back to Portland, OR, c. 1870. Burton worked for most of his career in Portland, although he had commercial interests (including a flour mill and sheep ranch) elsewhere in OR.

Demolished; according to an article in the 01/01/1910 issue of the Oregonian newspaper, demolition crews were "deconstructing the building one side at a time while building the new." (Email from Catherine Westergaard to the author, 03/12/2013. Thank you to Catherine for this information.)
