Proposition #1 was placed on the 11/06/2012 ballot for Seattle voters to consider. It called for a 30-year bond levy to construct a $290-million seawall to replace an aging timber and concrete barrier constructed between 1916-1934. Years of decay deteriorated its capacity to hold back Elliott Bay's waters, particularly if weakened by a significant earthquake.
