This second, $50-million Kaiser Permanente medical facility in Richmond, CA, opened in 1995. The original building was vacated due to shortages of space and seismic concerns aroused in the wake of the Loma Prieta Earthquake of 10/17/1989. This medical center originally served workers at the Kaiser Shipyards in Richmond, CA, and was known as the the "Kaiser Richmond Field Hospital." Kaiser founded the four Richmond shipyards to build ships for the British Government beginning in 12/1940.

At this time, it was also used as an emergency facility for those affected by periodic accidents at the nearby oil and chemical manufacturing plants, including the Chevron Oil Refinery and General Chemical Company Plant (manufacturing sulfuric acid) in Richmond, CA.
