The Twohy Brothers Company merged with William Pigott's Seattle Car Company to form the Pacific Car and Foundry Company in 1917. Following this rocky merger, Pacific Car had this factory in Portland, OR, and one in Seattle, WA. After World War I, this facility became focused on the construction and renovation of refrigerated boxcars. (See "Pacific Car & Foundry,"Accessed 03/06/2012.)

This plant was altered and enlarged to meet a war-time commission (for 2,000 steel train cars) made in 1918 for the United States Railway Administration.
