Congressional appropriation for the Owyhee Dam was passed in 08/1927 and construction began quickly thereafter in 1928. Ray Lyman Wilbur (1875-1949), who served simultaneously as President of Stanford University [1916-1943] and as US Interior Secretary [1929-1933], dedicated it on 07/17/1932. United States Bureau of Reclamation had supervisory control over the facility, and ceded day-to-day operation to the the Owyhee Irrigation District.
