Built around its anchor tenant, a Capwell's Department Store, (a branch of the Emporium-Capwell's Company chain formed in 1927), the El Cerrito Plaza was a leading shopping center in its area of Alameda County until the mid-1970s, when competition from other, newer malls began to lure customers away. Popularity of El Cerrito dipped to a low point in the early-mid-1990s. Its Woolworth Store ended operations in 1993, and the El Cerritos Emporium-Capwell Store (later known simply as "Emporium,") closed in 1996.
