Engineering surveys by the Northern Pacific Railway Company began in 1881, and continued up until construction started 02/13/1886. Virgil Bogue (1846-1916), a seasoned railroad engineer who later went on to create a controversial City Beautiful plan for Seattle (1911-1912), initiated the siting process. In 08/1984, the Burlington Northern (BN) Railroad discontinued the tunnel's use. In the late 2000s, the Northern Pacific's descendant, the Burlington Northern Santa Fe (BNSF) Railroad, began considering the heightening of the tunnel to accommodate double-stacked, intermodal rail cars.
