Overview
The Texas Company produced the second, large-scale refinery in Anacortes, WA, in 1957, two years after the opening of Shell Oil Company's Puget Sound Refinery #1. It had a slightly larger capacity than the Shell facility, and was located nearby to the Allied Chemical Company's Northwest Petro-Chemical Refinery on March Point. Taken together, the three plants comprised an enormous and economically-significant refining center on Puget Sound. The companies located here in part because the area had fine deep-water ports, suitable for the docking of oil tanker ships.
This refinery has reported two precautionary shut-downs and one issue of an odor problem experienced by neighbors during 2015 and 2016. The company reported that on 02/20-21/2015, "On Friday afternoon, we received some odor complaints at the Puget Sound Refinery as the result of planned maintenance on one of our facility’s flare systems. On 09/07/2016, Shell reported the following incident at its Puget Sound Refinery: "Around 10:30am on Wednesday September 7th, the on-site process sewer system at the Shell Puget Sound Refinery experienced a process upset. As a precaution, non-essential refinery personnel were evacuated while the issue was being addressed. There were no injuries and there was no off-site impact."
