This large facility occupied half of a city block between 3rd Avenue, James Street, 4th Avenue and Jefferson Street. The length of the building stretched the entire length of 3rd Avenue and took up half of the Jefferson Street and James Street frontages. The huge building was built in 1906-1907. It lasted only until 1913 or so.

Demolished; the King County Courthouse #3 of 1914-1917 spread out over the entire block bounded by 3rd Avenue, Jefferson Street, James Street and 4th Avenue.
