V.W. Voorhees designed this 3-story, brick-sheathed apartment building located on the southeast corner of 14th Avenue North and East Mercer Street. It was completed in 1926.

Demolished; the site of the Bagan Apartments was cleared to make room for the Mercer Street on-ramps to U.S. Interstate 5.
