New Mayor Mike McGinn, elected in 11/2009, made reconstruction of the Sea Wall in Downtown Seattle a top priority for his new administration. In early 2010, he proposed a tax of $0.125 per $1,000 of assessed property for citizens of the city. The City Council was in no hurry to act on the mayor's proposal; the council had a binding date of creating a new water barrier by 2015, although the mayor wanted it completed one year earlier, as he was concerned with the seismic stability of the existing wall.
