In early 1961, the Regional Office of the Civil and Defense Mobilization planned this community civil defense shelter to house 200-people. Located underneath the Ravenna Boulevard Overpass of U.S. Interstate Highway 5, it was also to be used by the Washington State Patrol as a Driver's License Examination Station. It was proposed to cost $60,000. The consulting engineers, Anderson-Bjornstad-Kane were engaged to design the structure.
