Two utilities competed for federal licensing of the original dam site in the late 1950s; one was Seattle City Light and the other, Pend Oreille County Public Utility District. Seattle City Light won the right to build the dam, and also needed to renegotiate a compensation agreement with Pend Oreille County Commissioners every 10 years. In 2009, commissioners Diane Wear, John Hankey and Laura Merrill sought to receive more financial compensation from the Seattle utility for the power generated 300 miles away in Pend Oreille County.

This dam was completed c. 1960.
