This Neo-Classical two-story building was next to the 1933 Tower Building and connected by a covered walkway to the City Hall Paint and Body Shop. It may have functioned as the city hall before the Tower Building was built. It had a balustraded roof line and classically decorated cornice. Van Nuys grew significantly following the arrival of Pacific Electric rail service in 1911.
