In 2009, the Snohomish County Council voted 4-0 to open Paine Field to passenger airline service. This obligated the county to pay for a new passenger terminal if one were required; a new terminal with its security facilities was projected to cost approximately $ 4 million. Turning down requests by the airlines Horizon and Allegiant would have jeopardized $50 million in federal funding for runway maintenance.
