This bank failed in 1928, crippling opponents of William Mulholland, who, as the Chief Engineer of the Los Angeles Department of Water and Power, supervised the construction of the Los Angeles Aqueduct, a pipeline that drained irrigation water from farmers in the Owens Valley of Central CA.

Alex Marshall, originally of Cass City, MI, served as Cashier of the Owens Valley Bank in 1916.
