James Caldwell served as Partner-in-Charge on this community center for Marquis Associates, while Joseph Toussaint was the Project Architect. Raj Desai Associates was the Structural Engineer, Chamberlain and Painter, Incorporated, the Mechanical and Electrical Engineer; landscape planning was done by the City of Stockton Parks and Recreation Department; the city's Public Works Department supervised site and construction administration. F and H Construction acted as the Building Contractor for the building, Stanfield and Moody for the parking lots.
Some emphasis was placed on building security, as the facade displayed few windows. Marquis Associates designed 3 interior courtyards to provide natural light for interior corridors.
