In 2008, the KCACC operated two facilities in King County, a small operation in Bellevue, WA, and the main center in Kent, WA. At this time, King County Executive Ron Sims indicated his interest in collaborating with the local, non-profit Humane Society to maintain a new facility. Conditions at the Bellevue and Kent centers came under harsh criticism, prompting the county to rethink its animal control efforts.
