The golf course architect, Willie Watson, laid out this course, bordered on 3 sides by Lake Merced in 1925; it opened to the public on 07/18/1925.

Controversy surrounded the renovation and attempted "privatization" of the Harding course in 2000-2001; efforts to engage the Arnold Palmer Golf Management to run the park failed; despite Palmer's pullout from the project, renovation plans went forward. Beginning in Spring 2002 and oontinuing for 15 months, yardage was added to the park's fairways and an improved driving range and clubhouse created. It reopened to the public, 08/22/2003. The renovation cost $16 million, most of which was privately raised.
