The Bonneville Power Administration financed the erection of Nuclear Plants #1, #2 and #3. Plants #4 and #5 were to have been financed by the 88 power companies that made up the Washington Public Power Supply System, although due to cost over-runs and declining power needs, the contracts for the last two were terminated.
The Washington Public Power Supply System (WPPSS) changed its name to "Energy Northwest," after a long scandal in the 1980s raged over financing of Projects #4 and #5, nuclear power facilities that left the stockholders of 88 utilities paying extra costs to their investments.
