Building History
A King County bond measure of 2000 paid for the construction of this new tower and the adjacent Maleng Building, as well as seismic retrofitting for the existing North Wing Trauma Center Tower. During the period 2000-2008, two existing buildings were slated for demolition.
Building Notes
This building was built as a partnership between King County and the private development company, Wright Runstad and Company. This arrangement is known as a "63-20," for the IRS tax code on which it is based. Private developers receive complex benfits to the building arrangement, and the county would take over the building in 26 years after all of the tax-exempt bonds have been paid off.
Alteration
In 2025, two floors of the Norm Maleng Building were renovated by Andersen Construction. A website for King County, harborviewbondprogram.com, said of the renovation in 02/2025: "King County and Harborview Medical Center hosted a ribbon cutting and open house for two renovated floors of the Norm Maleng Building in January. The renovation features 40 patient rooms, evenly split with20 rooms on each floor. Floor 4 is dedicated to non-critical care, while floor 7 handles critical care patients. Andersen Construction guided the construction of the project. The strong partnership between King County and Harborview led to the implementation of an expansive mentorship program and equity and social justice innovation plan that exceeded the small business goals, including the engagement of firms registered with the state Office of Minority and Women-Owned Businesses. The Maleng project also included renovating two floors in the Ninth and Jefferson Building. Floors 9 and 10 in NJB feature more than 60 exam rooms, including specialty spaces like the rehab gym.
