According to site plan shown at the First Exhibition of the Seattle Architectural Club in 1910, Gould developed a plan "...Showing the scheme for city hall and municipal buildings for the city of Seattle utilizing property of the city and county by acquiring adjacent property creating an adequate area and setting sufficient for the citie's [sic] present needs and future development." Unbuilt. The core of the city government building ensemble was to have been bounded by Cherry Street, 5th Avenue, Yesler Way, and 3rd Avenue.
