The City of Medina, WA, and the owner of this building, Hae Lee, fought over permits for the opening of her new store in 2005. The owner contended that she was in negotiations with the City of Medina to rent some of her building; they hesitated, she said, and then she began having difficulty getting the requisite building permits to open. She took the city to court.
