The Macy's Department store opened at this Stevens Creek Boulevard site in 1956. An Emporium Department Store already was in operation nearby. In 1956, 39 stores complemented the central Macy's Store to form Valley Fair. Initially, the roof of the Macy's hosted a carnival area for children; this lasted until around 1958.

The Macy's was planned to allow vertical expansion; on the roof of the Macy's between 1956-1957, a rooftop carnival featuring seven rides--including a merry-go-round, small train and a notable Ferris Wheel 40-feet high--and a small cafe served as entertainment for families. This was closed down by 1958, and the roof remained off-limits to the public until 1964, when a new second story was added. Previously, employees used the rooftop area as a lounge.
