This is one of two National Monuments nationally that is admiinistered by the U.S. Fish and Wildlife Service. President Bill Clinton established the monument by an executive order on 06/08/2000.

Restoration efforts occurred in 2007-2008 to restore 77,135 acres of native grasses and shrubs burned in wildfires during the summer of 2007.
