Champlin Petroleum Company opened the Wilmington, CA, Refinery and operated it from 1969-1987. Union Pacific Resources operated it for 1 year, 1987-1988; Ultramar Refining ran it from 1988-1997, and its successor firm, Ultramar Diamond Shamrock, 1997-2002. Valero Refining Company has operated the plant since 2002.
In 2008, this plant could produce 80,887 barrels of crude oil per day.
