Building History

A city hall competition among three prominent Los Angeles architecture firms--Robert B. Young, Kysor and Morgan and Boring and Haas--occurred in 1886, with Boring and Haas being declared the winner. The Los Angeles Times said of the Los Angeles City Council's deliberations: "Committee on Building reperted [sic] that having examined floor plans for new city hall, submitted by R.B. Young, Boring & Haas, and Kysor & Morgan, it had decided upon the plans of Boring & Haas, subject to approval of Council. The Committee is Councilmen Willard, Kurt’s, Perry, Jones and Stearns. Mr. Kuhrts moved that Boring & Haas exhibit their plans to Council, which was done. Mr. Willard moved that Council adopt the plans. Carried unanimously. Mr. Willard moved that the Committee employ Boring & Haas to prepare elevation, details and specification for the new city hall, to be submitted to Council. Carried. Mr. Holbrook moved that Council give thanks to the City Surveyor’s corps for their plans. Carried.” (See “City Hall Plans,” Los Angeles Times, 03/24/1886, p. 4.)

By 06/1886, Boring and Haas submitted more detailed general plans to the council, and these were also approved. “Boring & Haas’s general plans for the new city building have been adopted by Council, and detailed plans ordered.” (See “Briefs,” Los Angeles Times, 06/08/1886, p. 4.)
