On 02/23/1942, a Japanese submarine I-17 fired artillery shells at the Ellwood oil refinery at Goleta, CA. Captain Nishino Kozo of the I-17 had previously visited the area as a merchant seaman.

Very little damage was done to the refinery by the Japanese attack; only a pump house and a catwalk were damaged.
